That looks almost the same as I have, but I have libdb4.3-devel instead.
Here's the little note I took when I built it, probably not helpful.
How to build DS:
================================================================ Prereq: - db4-devel - krb5-devel (MIT) - libtermcap-devel (???) - ncurses-devel
Add "." to PATH
cd dsbuild/meta/ds gmake

Admin server port config:
/opt/fedora-ds/admin-serv/config/server.xml
Netscape httpd port config
