I am almost positive that fractional replication is required for that plugin.
That's bad news as we can't get fractional replication working reliably. I'll
revisit it but in our production environment fractional replication fails reliably within
an hour of being initialized.
Shouldn't it at least work on the masters? They are multi-masters though so I suppose
could also be argued to be replicas.
Anything in logs about unwilling to perform?
as in err=34? No. When would I get the error?
The whole "unreliable at best" comment makes me think the
new entries will work but not existing. Is this true?
Nope, I just tested it to be sure. I referred to it as unreliable at best as it was
working Wednesday afternoon last week. I got a few hours into configuring software that
depended on it and it was returning the results mentioned here.
For existing entries, did you run the fix-up task mentioned in the link below?

What would the filter be? I tried an individual user, objectclass=inetuser and
objectclass=* none produced results or even activity on the server.
Should the task look like this? That is the cn should match the rdn and the rdn need not
have the trailing '2?'
dn: cn=memberof task, cn=memberof task, cn=tasks, cn=config
changetype: add
objectClass: top
objectClass: extensibleObject
cn: memberof task
basedn: dc=philasd,dc=org
filter: (objectclass=inetuser)
