local_dse.ldif (or something)
2. Tell dscreate to use that file when creating the new instance as the additional
'default' configuration items
I'll take a look at the ticket and see if it makes sense to jump in there.
The ticket I referenced sounds a lot like what you want. It's about asserting and
enforcing state of the instance at startup. IE post create.

What do you mean by "build" time? do you mean just after dscreate is run? Or
package compile time?

perform stateful configuration application so maybe this is relevant to you?
