i.e. Max return setting on the ldap server-side.
nsslapd-sizelimit: 20000
The above is set in our instance ------ but >500K entries/responses are returned.

Are you using directory manager to search?
Directory Manager bypasses search limits.
You can also find that individial DN's can have their own limits set via:
nsSizeLimit nsLookThroughLimit
