It looks like that was a variable that was supposed to be replaced by rpm installer and failed for some reason

I would just got to /opt/fedora-ds/admin-serv/config

then type cat httpd.conf | sed s/'%%%module_dir%%%'/'modules'/ > httpd.conf.new
