I rebooted the Raspberry Pi and now the upgrade works smoothly. The
kernel where it did not work was:
4.16.3-300.fc28.armv7hl (mockbuild(a)buildvm-armv7-07.arm.fedoraproject.org)
and the kernel where it does work is the current kernel:
I don't think it's a kernel problem, possibly a dnf cache issue, I've
seen similar issues with mirrors that aren't up to date in the past.
