What is the correct way to propose the inclusion of a package in an image?

I think that the command 'nmtui' contained in the package NetworkManager-tui, could be useful in the Fedora-Server arm image.
Such package is installed by default in the Minimal image (I have not checked if it is also in the XFCE one).
