It will be stable when the announcement goes out but at the very least it can't be before mainline Fedora 19 is stable!

Ultimately its been solid and very usable for months so depending on whether you're someone that won't touch something unless it has a "stable" label YMMV but I suggest trying one of the test composes as they're pretty decent.
