Does anyone know how to disable the wireless and Bluetooth interface on boot or permanently? I’ve been reading a few fedora articles but none of them really have a permanent way to do it on boot.

It would likely depend a little on the device but I suspect the easiest way would be to use the rfkill interface, either directly with the rfkill command or via the nmcli interface to put the appropriate devices in "airplane mode"
I’m using a raspberry pi 3. I will try the options you stated.
