I have put some documentation for the budget and have built the reporting. Please let me know if there are problems before I commit this and begin working with the websites group to get it published.

Note: I realize it says Fedora Documentation and there are some CSS issues. Please note those too, but know that I am engaging with Ryan Lerch (cc'ed) about them.
