I'd really love to see this happen and would be willing to help out with it.
I added the expected release date to https://fedoraproject.org/wiki/Releases/19/Schedule
since I think openstack is a prominent enough project that it's worth taking into
account when FESCo decides upon a schedule.

Look, total outsider here, but just looking at the writing on the very
public walls, I'd say a *big resounding* YES.
Figure it's on the feature list. What next?

Yes the Grizzly schedule overlaps closely with the tentative Fedora 19 schecule above:

We intend to include Grizzly with Fedora 19,

If Grizzly releases before Fedora 19 freezes for development then it'll
be in F19. Our practice is to always update Fedora to have the most
recent OpenStack release available at time of freeze.

Grizzly Release is in April. Should be before Fedora 19 freezes.
