You could download the rpm and install it separately for right now from:

http://pkgs.org/centos-6-rhel-6/centos-rhel-x86_64/fence-agents-3.0.7-4.el6.x86_64.rpm.html

As for cobbler support Red Hat - supports Red Hat Satellite which utilizes cobbler as its engine for installation - might want to look into that if you want 24/7 support.

According to the EPEL page, you need to enable the "optional" repository
to use EPEL for RHEL 6.

For now, I think the only solution is to build it yourself or to see if
someone has already built it.  I would expect an official(-ish) RPM to
be built in the near future.
