The reason we need this, and can't just use the stock Fedora image is that /etc/rpm/macros.image-language-conf in the base image which has %_install_langs en_US causes the resulting Flatpaks to be missing translations.

I don't think we'd want 'FROM fedora:rawhide' - this container is just being used to run DNF and should be using something stable that won't break.
I considered 'FROM fedora:latest' but being explicit seemed a little bit better, even if it will require manual intervention.
