What are the source files?
This are the photos I use. I first ask permission to use them (positively) but the images already had a good licence [1]

I'm not so sure about that licensing. Here's what the acutal license text includes:
"* SELLING AND REDISTRIBUTION OF THE IMAGE (INDIVIDUALLY OR ALONG WITH OTHER IMAGES) IS STRICTLY FORBIDDEN! DO NOT SHARE THE IMAGE WITH OTHERS!"
This clause makes the images non-usable for Fedora, unless the author specifically makes them available to us under a truly free license. There are other clauses in the license for these images that are problems too, such as requiring the recipient to restrict how they are used. Unfortunately "royalty-free" is not automatically free enough.
How do we handle it when an artist gives us explicit permission to use their art, regardless of the licensing? Every time I've approached someone about using/altering a photo with a CC license they are thrilled, and I can credit them in context. Seeing as we can't stamp 'photo by: " on our wallpaper do we need to ask them to agree to a non attribution use? Is this in the wiki and I just not see it?

Really, we need a license that allows us to redistribute to others with the same rights we have to use, modify and redistribute. In other words, an artist can't just give us permission to use the art ourselves. The easiest way to do that is for the artist to agree to license it to us with a Creative Commons license, Attribution-ShareAlike being the preferred one I believe.

As Paul replied, we are fine with CC Attribution and Attribution ShareAlike. We believe correct attribution is done by mentioning the original author in the wiki page and (I hope we do that too) in the license of the RPM package.

Nice! I like best the second, with less bright colors.
However, (and I am NOT a specialist in the area) I'm not sure we have the cultural context right: those are some Muslim buildings(Hagia Sophia), not the city of Constantine: after Constantinople was conquered in 1453 by the Ottoman Empire it became Istanbul and was dramatically changed regardin its architecture

I think this is a really beautiful effect you've achieved here - it looks like you may have duplicated the builds layer and offset it slightly? And maybe used some filters or blending modes? Looks like a blue layer blended on top of the clouds?

We would much prefer a vector-based graphic as the default wallpaper. As María said, her XCF was 69 MB. This would make it very difficult for others to work on the file.

Well, to make the story short, we have had a terrible experience in past with bitmap wallpapers -- yeah, they are cool and everything, but people just don't waste their time on downloading 100MB xcf whose editing is as much time consuming (when I helped with the Solar and the Lion ones, just turning on or off layers took ages)... The bad result of choosing the bitmap way has always been Mo's all-nighters and frustration and we certainly don't want to end up with that again...
No-one can stop you from working on bitmap wallpaper though (we are project based on contributions after all) and if you manage to get people on it working soon enough to finish it in time, go for it, but it's much more likely that people will work on SVG based design and we cannot grant that your work will be the final one (but considering how great your works were in past, it would be definitely included minimally in the wallpaper extras).
It's also easier to make SVG based stuff that is good for default wallpaper (i.e. the icons are easily recognizable on it) than photo-manipulation based ones.
At least, that's my understanding how things are now :-D
