I don't know about GNOME, so my comments are about KDE.

KDE in Fedora does not have this bug.
I don't want to cause trouble but can some one tell me
why it seems like each new version of Redhat takes
away my ability to tune the desktop so I am as
productive as possible?
I'm sure this is not the intent of Red Hat.
Also, do not confuse Fedora with GNOME. All the issues you have are with
GNOME, and maybe you'd be happier with KDE.
