It's required by both firstboot and anaconda so it gets pulled in.
If desktop team considers the GNOME tool a complete replacement now (I
haven't checked if they're feature-equivalent), it could always have
NotShowIn=GNOME added to its .desktop file.

No one has done the update to comps to pull boxes in appropriately yet.
