Seems that a small change (http -> https) in the captive portal detection configuration file broke it.
If we want captive portal detection (I think we do), this should probably be fixed. Otherwise, we should remove NetworkManager-config-connectivity-fedora from our default install.

Hear, hear! This bug is infuriating when having to use public wifi; I'd love to see it fixed.

Use of the https:// URI is also reverted upstream: http://cgit.freedesktop.org/NetworkManager/NetworkManager/commit/?id=2a3a4eb...
But it's already fixed by 1:1.0.6-0.2.20150813git7e2caa2, for F22 and F23 and rawhide.
