Simpler first tutorial package for Package Maintainer Docs

Hello everybody,
I wrote a pull request for Package Maintainer Docs about adding a
simpler tutorial package than GNU Hello [1]. Since it is a larger change
and I have not received any reviews yet, I would like to announce this
work here, in hope of getting some feedback, before just merging the
change. Since I have already described the work in the pull request
description, I will just copy it here below. Feel free to respond on the
list or in pull request comments.

Current [https://docs.fedoraproject.org/en-US/packaging-guidelines/Java/#_buildreq...
guidelines] require all Java packages to `Require: java-headless or
java-headless >= 1:minimal_required_version`.
Our aim is to drop this explicit requirement on Java library packages.
The requirement should stay for Java applications.
=== Context ===
Java packages are compiled using `javac` into `.class` files and
composed into `.jar` archives. Jar archives can be used as compile or
runtime dependencies for other packages or can be directly executed
with the java command provided by a JRE.
Jar archives can be executed using the command: `java -jar ${FILE}`.
This command executes the `main` method either specified via CLI or
specified within the Jar manifest file.
Java packages, which serve as libraries only, lack the `main` method
and are not executable. Therefore, there is no requirement on any
specific JRE imposed by the library implicitly.
=== Different JDKs ===
This proposal is also related to the topic of different JDKs.
Developers may want to use or build packages which use a JDK different
than the one provided by the `java-<N>-openjdk` package. After this
proposal was implemented, they would be able to depend on Java library
packages with no introduction of the OpenJDK package.
=== Rationale ===
Java libraries are more similar to native libraries than to libraries
written in dynamic scripting languages. They are compiled to a
bytecode and are not executable. Java libraries can be used as
dependencies for any Java application and there is no implicit
dependency on the system default JDK.
Java applications, on the other hand, are expected to be tested and to
work with the system JDK and from the user's perspective: after
installing an application they must be able to simply run the binary.
Therefore the `Requires` on the system JDK is kept for Java
applications.

* Very little user-visible benefit.
* Reduced dependencies of Java packages.
* Simplified maintenance of Java packages.
** Smaller impact of JDK major updates (e.g. `1.8.0 -> 11 -> 17 ->
21`). Introducing a new system version of JDK requires the rebuild of
each Java package in order to have updated `Requires` to contain the
newest version.

* Proposal owners:
** Find all Java applications in Fedora, i.e. packages which
`BuildRequire` `java-devel / maven-local / ant` and at the same time
install files into `/bin` or `/sbin` or `/usr/bin` or `/usr/sbin`.
** Open pull requests adding `Requires: java-headless` into their `.spec` file.
** Remove `Requires` generator from

== Upgrade/compatibility impact ==
* For Java libraries:
** This change is removing `Requires` and therefore users manually
installing a Java library will not additionally install the JVM.
* For Java applications:
** After fully implemented, applications will no longer be installable
along with any JVM but rather only the system one (unless the package
maintainer decides otherwise)
== How To Test ==
* Installing a Java library should not typically install JVM (but can
if the library depends on a Java application)
* Installing a Java application MUST cause the installation of the
system-wide JVM (or a different version thereof)
* Executing a binary installed in typical locations (such as
`/usr/bin`) MUST NOT cause an error related to the JVM not being
installed.
== User Experience ==
Users with no Java application installed, but some Java libraries
installed: the JVM may be automatically uninstalled as it is possibly
not required by anything.
It is possible that there are users with only some older JVM
installed. The following depends on the decision of each Java
application package maintainer, but the general expectation is that
the system-wide JVM will be installed and the older JVM will no longer
be required by other packages.
Users who explicitly installed JVMs of various versions: no change.

* Contingency mechanism:
** In case of unexpected problems, the `Requires` generators can be

'Requires: binutils' which is needed because gdb-add-index uses
readelf and objcopy. Also, delete librpm related stuff since
gdb/build-id.c no longer attempts to dlopen a librpm library. Add
'Recommends python3-rpm' so that rpm-suggestions.py will find the
required python module.

Fedora RISC-V port needs to put shared objects into /usr/lib64/lp64d

There are multiple PRs and patches floating around that make RISC-V use
the /usr/lib64 directory, like other 64-bit ports. However, RISC-V
recommends to use /usr/lib64/lp64d for the Fedora ABI variant, and
various upstream projects follow that.
I think we should follow upstream, so that it's possible to use Fedora
to do upstream development without patching the sources, or elaborate
Fedora-specific configure invocations. The other reasons is to
future-proof the Fedora port against the arrival of an alternative ABI
that is not fully backwards-compatible (the same reason why the official
RISC-V documentation requires use of these paths).

pipenv removal in F40

I vaguely remember that pipenv retirement was briefly discussed here on
the ML, yet I was surprised that F40 doesn't have pipenv anymore.
IMO, this would have been announced more prominently as a self contained
change, as I expect more python developers to find out this too late.
Also, the official guide on
https://developer.fedoraproject.org/tech/languages/python/pipenv.html
should have been updated as well.

how to do minor bump using %autorelease?

mame-0.265-1.fc41 is already built against it so I only need to build
mame-0.265-1.fc40.1. Can it be done using %autorelease?

Is there a policy for branches being merged or not

Hello,
is there a general recommendation regarding keeping git release branches
separate vs merged? I have been keeping mine separate. Originally to
avoid release and changelog conflicts when cherry-picking, but I got
used to it and kept doing it after converting to %autorelase and
%autochangelog.
Recently one of my packages got it branches merged by a provenpackager
doing a deps rebuild. If there is no policy to merge, this is
disappointing as force-pushes as not allowed and branches once merged
cannot be unmerged. I know this is just a cosmetic issue, but choices
made by the primary maintainers should be respected IMO.

isomd5sum 1.2.4-1 checksum bug

I screwed up the isomd5sum checksums in the 1.2.4 release while trying
to fix support for small isos. I've reverted the change and 1.2.4-2 is
building for rawhide and Fedora 40. Thanks to Jonathan Billings for the
bug report (https://bugzilla.redhat.com/show_bug.cgi?id=2277398).
The bad version made it into Fedora 40 and Rawhide.
With the bad version it will implant a checksum that is too short by 3
characters, but checking it will pass if you use 1.2.4-1 -- but not if
you use any of the previous versions. You can check for the bad checksum
by running checkisomd5sum --verbose and look for ';FR' at the end of the
reported checksum.
Spot checking the Fedora 40 netinst and workstation isos I don't see the
bad checksums so it looks like the build system was using a previous
version of implantisomd5 for the released isos.
Currently in rawhide the isos have the bad checksums, so the builders
will need to be updated to isomd5sum-1.2.4-2 to fix this.
Nobody except Jonathan noticed because normally the same version making
the checksum is used to check it. He was using mkksiso to make a custom
iso which resulted in the new iso failing the test at boot time due to
the iso having 1.2.3-23 on it and his host having 1.2.4-1 on it.
Hopefully this doesn't cause too many problems for people,
