While you could probably do something like this with FUSE, it would be a
hack, and it would also interfere with other logs under /var/log that
are not syslog-related.

Oh I do agree.  This is a difficult problem to solve, which is why I so strongly oppose creating it.  Especially when duplicate log storage is such a trivial price to pay for backwards compatibility.
