As you know that has been discussed before and it should be possible to
write a yum plug-in to avoid this. This could be done as an extension in the

Technically this is feasible. Why it as not been done before? Because there
was not enough motivation to do it.
Yes completly breaking for a non technicall user an X server refusing
to
start is almost impossible to fix.
I am not saying that this is a good thing, note. This is evil.
Not to upgrade a package because some entity had months in advance to fix
something, and did nothing is evil as well.
Now, which evil is worse?
