I was going to respond with VM guests which generally have small disks...

But to be fair the proponents of the change say "aren't you customising the system anyway? just yum install rsyslogd if you want it" and the same would apply in reverse... "if you are doing VM/embedded you restrict packages anyway... just don't install rsyslogd!"
