But %License: only accepts things like GPLv3+ or am i wrong ?

You're talking about two different things:

- The "License:" tag, which contains a textual description of the package's license, and

- the "%license" annotation for files listed in "%files".

So, just replace "%doc COPYING.txt" with "%license COPYING.txt".
