I just saw this today, btrfs+LUKS, Micron MTFDHBA256TDV. May not have been five minutes, but it was a long time, and DNF consumed an entire CPU during that time.

Huh, interesting we're getting such mixed results with ext4. We need
more data to see what the pattern is. Some flash drives, as fast as
they are in normal write workloads, can get extremely bogged down and
take minutes to recover. So I wouldn't discount hardware as a
contributing factor, even if it is also a regression.
