How would you do that? A popup in ABRT that reads
"Sorry, but the maintainer of this package
has decided to not accept any bug reports."
I think this would be a *really* bad user experience.
When abrt is configured not to report bugs for a given package it simply
doesn't track those crashes at all. If the app crashes, you don't get an
abrt pop up. (AIUI, anyway.)
