llvm is only a ghc requirement for arm archs.
Currently llvm7.0 missing in Rawhide only affects the ghc:8.8 module stream
for aarch64 and armv7hl

and
llvm10.0 builds.
I don't think that app has complete reliable information: your repoquery is
correct.

Yes that is why we have multiple llvmX.0 versions in Fedora: they can all
be parallel installed.
The problem is the people maintaining them are not always aware of what
packages need them etc.
Particularly for ghc it is easy to miss since only the arm packages have an
explicit dependency for llvm.
