The downloaded packages were saved in cache till the next successful transaction. You can remove cached packages by executing 'dnf clean packages' Error: nothing provides blktap(x86-64) = %{epoch}:3.0.0-3.fc23.git0.9.2 needed by blktap-devel-3.0.0-3.fc23.git0.9.2.x86_64 (try to add '--allowerasing' to command line to replace conflicting packages)

I'd guess it is. I'd say the root bug here is in rpmbuild, this is what it does for Epoch itself:

Does this really matter? If it's by design, then the design is wrong. If not, than the implementation is wrong.
(Nevertheless, I think it's not by design, but because strtol() is so hard to use correctly. I think it's fair to say to it is designed to be used incorrectly. Systemd has a bunch of wrappers for strto*() that try to answer the question "was the conversion successful?" [1], and it's sad that they are needed and that they are so complex.)

It doesn't matter much, except that I fear dilettantism related to handling corner-cases and lack of error handling. :-/ Not verifying input data is the reason for many security vulnerabilities even.
I thought that in the XML repodata, "epoch=-1" instead of "epoch=0" would have been possible, too, and would not resolve. (whereas "no Epoch" and "Epoch 0" are treated as equal by definition)
However, rpmbuild doesn't care much about the EVR in versioned deps. It accepts weird EVR specifiers, such as
Requires: badepoch = 1a:2b:3c-4-0-1-2-3
and successfully builds the package, only printing this:

It even happily builds a spec file that contains
Requires: badepoch = -1 and Requires: badepoch = -1:1

On the contrary, rpmbuild rejects spec files with a non-positive Epoch. So, errors (even if they may be only corner-cases), propagate through the various tools causing unpredictable symptoms.
Even after a real undefined %epoch in released packages, one can only hope that some of this is purely theoretical:
Requires: %{depname} >= %{depepoch}x:%{depminver}
It's possible today. An accidentally inserted 'x' at the wrong place, rpmbuild would happily build it, and repoclosure would not detect it as unresolvable, because in the metadata it becomes epoch="0".

* Clearly states that there are erroneous data on input.
Cons:
* For services like Koji, it would break whole repodata generation. Even a rarely used sub-package that is almost useless and used only by few users could break repodata generation and block release of critical security fixes for ALL fedora users and would require a manual fix (removal of the broken package) from releng side.
* Bad dep (e.g. bad epoch) doesn't have to necessary break stuff. For example "provides" are not always used by other packages. Also for rich deps like "suggests", "enhances", etc. a bad dependency isn't a big deal and it would be foolish to stall a security update just because some package has a broken dependency because that dep may not be used at all.
2) Print warning about the bad epoch ----------

AFAIR, there are APIs which return the epoch as a *int, which may be NULL or a valid pointer. I.e. callers will have to special case accessing these pointers.

I guess you also recall - the ability of some tools not to be able to cope with this was the origin why Fedora.us and early Fedoras once mandated Epoch: 0.

Here it's an undefined %{epoch} macro in a versioned dependency, making it a string that isn't expanded. It must not be treated as 0, because that pretends the dependency resolves fine when in fact it doesn't. The package cannot be installed. Only RPM notices it, and the transaction check comes rather late in the game after downloading lots of packages. Ugly.

I cannot estimate how often an unescaped epoch macro will break deps in the future again, but a package like that should not be published with repo metadata pretending that everything would be fine. If you fear that createrepo_c exiting with error condition *instead* would happen too often, then apparently the problem is perceived as an even worse one. Hard to believe.

I cannot estimate how often an unescaped epoch macro will break deps in the future again, but a package like that should not be published with repo metadata pretending that everything would be fine. If you fear that createrepo_c exiting with error condition *instead* would happen too often, then apparently the problem is perceived as an even worse one. Hard to believe.

few points:
1) There were several points of failure: * Developer who made a typo in spec file which results into bad dependency. * rpmbuild which built an rpm with broken dependency. * Fedora's automated depcheck that wasn't able to find the dependency issue. Why still ranting about createrepo_c?
2) Why are you saying that createrepo_c is hiding the issue? That's a lie. After the problem was discovered, I wrote a patch which added a warning that informs user about such suspicious dependency.
3) I wrote a rationale why I choose the approach where createrepo_c doesn't exit immediately with error here [2] and here [3].
You have never commented on the rationale, you are just keep saying that the approach is wrong. I'll repeat my points again:
*) createrepo_c tends to be part of critical systems for delivering updates - I just cannot break whole update system and require manual releng action just because some maintainer of some foobar package did a typo in spec of package which is used by two people in the world (where one is the maintainer itself and the second one is a person who installed it by mistake).
*) Dependencies like "suggests", "enhances", etc. are not important and break whole update infrastructure because there is some optional package with a broken dep that is optional is not good.
*) The approach you are fighting for - exit when a package has a bad dep - in the current state of things (see 1)) would be a HUGE SECURITY ISSUE for fedora update system. Anyone could build a package with intentionally broken dep and block ALL updates for WHOLE fedora for ALL fedora users. He would just build a package with broken dep, send it directly to fedora stable (skip fedora updates) repo and then.. whole fedora stable repo generation would be doomed and manual releng action would be required.
I don't know if you don't see these security aspects or if you don't consider them important. But I won't to be the one who will introduce a security issue to Fedora update infrastructure.

You detect invalid input data => you exit with error condition. Easy as that.
Eventually, the problem may be detected earlier. E.g. by rpmbuild.
Would Taskotron/AutoQA be capable to detect it? It does provide means to examine binary rpms, doesn't it? How else could it run rpmlint? How much effort would it be to run createrepo_c on the binary rpms and reject them if createrepo_c complains?

No, the tool is lying.
The tool creates metadata that passes repoclosure when in fact the packages in the repo contain a dependency that cannot be resolved.
Turning a string "%{epoch}" into "0" is hiding the invalid input data.
By definition, no Epoch in versioned dependencies is equal to Epoch 0. The tool replaces am unresolvable dependency with a resolvable one.
The new "fix" is hiding the issue, because it deletes an entire "Requires" statement.

Anyone? No. Only existing packagers. And for how long? And nobody would notice and remove the package?
With that perspective, an existing packager can attack the infrastructure in other ways, too. It's possible to break buildroot creation. It's possible to obsolete packages you don't own.

Ridiculous. Running createrepo_c on individual updates would be very fast and would ensure they are not rejected by createrepo_c.
You're trying much to approach the problem for the wrong side, IMO.
