Just looking at this, it seems likely to me there are two issues you are highlighting:
1) The index.html welcome page has not been translated to zh-TW, which means the English welcome page is displayed to users with their browser set to this language.
2) That there are a number of zh-TW translations in transifex.net which have not been pushed to docs.fedoraproject.org. I have not been able to confirm this is the case yet, but can certainly see their are very few guides translated to zh-TW appearing on docs.fedoraproject.org.
Is that an accurate summary of your concerns?

Yes, zh-tw translation rate is bad, but some translated guides were there in Fedora 13, 12, 11 and some earlier releases. Users should be able to see them.

Ok, nirik and I were trying to reproduce this earlier and have not been able to so far. Also note that I was looking in the git repo for the website itself and the index.html for zh-TW is not there so while it may well be in transifex it doesn't look like it has been brought across.

Again, because we weren't able to reproduce what you are seeing when we set language to zh-TW we can actually see those guides. I will try again.

Alright now I see what you mean, it appears to go into a loop in the JavaScript for locale selection. It will take a little more investigation to work out why it never meets the conditions required to break out of it.

Ok, as it turns out in the loop the language gets matched correctly, the browser is then the user is redirected to http://docs.fedoraproject.org/zh-TW/index.html which as I said before doesn't currently exist. This is handled by redirecting the browser to http://docs.fedoraproject.org/, which then triggers the locale selection logic which redirects you to http://docs.fedoraproject.org/zh-TW/index.htmlleaving the browser in a loop it can never escape. Seems like getting that translated welcome page out of transifex and into the website is all that is required.
