login as normal user, open a terminal, cd to /etc/pam.d, su to root.
edit /etc/pam.d/gdm, find the line;
auth required pam_succeed_if.so user != root quiet
replace it with;
auth required pam_succeed_if.so
logout as root close terminal, logout of x as user and login as root.
