So it turns out that this came from a misunderstanding of how things
work in CS9. I saw the builds in koji and assumed that they were then
available. But apparently they have been retired:

I was also confused about two things here:
- It's retired on the "main" branch, but the c9s branch seems intact.
- What does "retired for CS-569" mean?
So, apologies for jumping to conclusions. I'm afraid I'm still pretty
upset about the whole "missing -devel" package thing.
