There is also the case where someone would want to build a non-SCL RPM
that only needs a specific SCL for building, while the final RPM itself
will have no dependencies on that SCL. I'm thinking of RH's devtoolset,
specifically. The system supplied compilers always become very frumpy
during a RHEL life cycle. There are already interesting programs that
cannot be built with the gcc 4.4.7 in RHEL6.
