I'm trying to build python-breathe in EPEL 7 ( https://admin.fedoraproject.org/pkgdb/package/rpms/python-breathe/ ). What's the right way to use/replace the %python_provide macro there?
I get the following error: https://admin.fedoraproject.org/pkgdb/package/rpms/python-breathe/
Thanks, Dave

I tried doing a build and got this error: $ fedpkg build error: line 47: Unknown tag: ERROR: python%{python3_pkgversion}-breathenot recognized. error: query of specfile /home/dlj/fedora-scm/python-breathe/python-breathe.spec failed, can't parse

I'm guessing that you are on Fedora 23 and that you need this update:
https://bodhi.fedoraproject.org/updates/FEDORA-2016-dcddcc1f06

https://bodhi.fedoraproject.org/updates/FEDORA-2016-dcddcc1f06
That did resolve that issues, but the build fails: http://koji.fedoraproject.org/koji/taskinfo?taskID=13601877

You are missing a BR on python%{python3_pkgversion}-setuptools and others. I've checked in another fix. This should have been caught on review and I've added a note to the review about that.
