I wonder is the xen-devel package missing in EPEL or in the builders at the moment?
Here is my build which is failing:

The root.log says:

It existed on RHEL 5.3, and on RHEL 5.4:

xen-devel is still missing and this prevents anything from being built that uses libvirt, eg:
