Description of problem:
First, RHEL8 added lmdb-libs, so lmdb was retired in EPEL8 -

Then, people noticed lmdb-devel was not there in RHEL8 -

Then, lmdb was reintroduced(?) in EPEL8, excluding -libs -
https://src.fedoraproject.org/rpms/lmdb-epel/c/5bd00c0d9f75b409b783ceb106ee…
In this process, the dependency from lmdb-devel to lmdb-libs was turned into
lmdb-devel-libs accidentally.
I suspect
https://src.fedoraproject.org/rpms/lmdb-epel/blob/epel8/f/lmdb-epel.spec#_45
wants to say 'lmdb' where it says '%{name}', just like it was changed in all
other places in the commit linked above.
