Would it be possible to update f38 branch to 0.14.0 - same as currently in f39
and rawhide?
python-plotnine, which I maintain, requires `python3dist(statsmodels) >= 0.14`
since version 0.12.3, which I just pushed to f39 and rawhide.

The python-zarr package fails to build from source on s390x builders due to
several test failures, presumably due to little-endian assumptions in zarr or
its dependencies.
