Here is the issue, that was closed as upstream

It worked normally using Googles Binaries, which means the Fedora fastboot packahe is broken.
Also worth a note that adb works rootless using the plugdev group, while fastboot doesnt.

The version they packaged was built incorrectly using outdated code. Our version check is still correct. Their fastboot is broken due to the unofficial build system. The issue was fixed in that unofficial project but Fedora didn't ship the update. ```
Things which are not in either ticket: What is the version of fastboot which works What is the version of fastboot which doesn't work What is the 'correct' way of building it which Fedora isn't following.
I think that information will be needed for the assignee (or anyone else) to move forward.
