It is just a line change with version to 1.3.0!
I believe that if people easily could send patches, and it is easy to
approve them, then it would improve Fedora :-)
So, the current process is to contact the package maintainer, either
with your patch directly or ask to be added as a co-maintainer. To find
the package maintainer, see

However, do note that just incrementing the package version in a spec
file doesn't actually update the package to that version. It's
unfortunately a lot more manual than that. (For some good reasons, but
mostly because no one has really invested the time in making it
otherwise.)
