It is not IPA deleting the dse.ldif, but possibly a startup/shutdown
issue with Directory Server (389-ds-base). There was a known bug about
this, but it was fixed a few years ago. What version of 389-ds-base are
you running? Do you see any "Disorderly shutdown" messages in the DS
errors log? (/var/log/dirsrv/slapd-YOUR_INSTANCE/errors)
For now moving dse.ldif.startOK to dse.ldif should be fine.

'dse.ldif' would be deleted by IPA?
