The latter is the way. ipa-client-install calls ipa-join tool to do actual join and that one doesn't pass anything like 'description'.
So just do 'ipa host-mod' after the enrollment.

There is no way to do this during enrollment. You'd need to set it either when or after the host is created in IPA. It is perfectly fine to create the host entry in IPA prior to enrollment.
