In Dec 2015, to effectively add the mkhomedir install option after configuration, Martin Štefany suggested https://www.redhat.com/archives/freeipa-users/2015-December/msg00123.html using authconfig.
I'm not having success with authconfig. Is this still the process to add mkhomedir?

Hi,
It depends on the OS version you are using. Authconfig was replaced by authselect in fedora 28/ipa-4.7.0+. Please see https://pagure.io/freeipa/issue/7377
With authselect, run: $ authselect current to see the current profile in use with its enabled features.
In order to enable mkhomedir (if the feature is not already enabled): $ authselect enable-feature with-mkhomedir
