We would like to announce our FUDCon Phnom Penh 2016 for bidding process and our wiki page is here: https://fedoraproject.org/wiki/FUDCon:Bid_for_PhnomPenh_2016. There are a lot of possibilities to extend open source community here in Phnom Penh, because BarCamp Phnom Penh is the only largest ICT community event in the town. It gathers at least 3500 of computer geeks and other students in different fields. Fedora community is really small here in Phnom Penh, so hosting the FUDCon within BarCamp Phnom Penh, would be the best opportunity for us to reach thousands. We planned to organize it in October 2016, so we have a lot of time to prepare and especially to let our Fedora Ambassadors and Contributors in APAC book their schedule to Cambodia.
It was so sad that we did not win the bid for FUDCon this year. I hope you will vote and consider for Phnom Penh for next FUDCon Phnom Penh 2016.

While we are wating for other bids come up, I have got some questions/concerns:
First of all, you mentioned that FUDCon PP will be held together with BarCamp. Is there any "line" to separate them? or will they be mixed up in any means? In short, in your FUDCon plan, what will be separated and what will be mixed up to BarCamp? I do hope we will have separated rooms since we pay $1,000 for that venue. Have you got the details?
You are planning for 100 participants, but travel subsidies are for 12 ones. Who are the left 88 ones? Did you think about it? In short, even FUDCon is held with BarCamp, how do you attract people to join into FUDCon and Fedora sessions?
You are planning budget is about $17k USD (while usual budget for FUDCon is about $10k USD [1]. Have you got any plans to ask for more funds from other sources?
Last but not least, you are planning FUDCon on October 2016. I personally think it is not a convenience time because it is close to FUDCon LATAM and Flock then we can miss some people (FUDCon APAC is usually held on May or June) It is not about preparing time as well. Since we changed the process to select next FUDCon location, the winner would have a year to prepare.
Any more ideas, comments and questions are welcome.

While the budget is set at $10,000, there is breathing room[1] based on actual spending. We made it clear from the outset that we were expecting to spend $15000 from the Fedora budget for the current FUDCon and there haven't been objections to the additional spend request.
So that leaves the remaining $2000.

They gathered at least 3500 participants every year. This is a big number for us to start with and to attract participants to our talks.
I do hope we will have separated rooms since we pay $1,000 for that venue. Have you got the details? Yeah, we do have one big hall (great one) and another separated room, please see the picture in bidding link.

It does not mean, that everyone will spend out of 500$ for their flight tickets, Ambassador from Thailand, Vietnam, Malaysia, Singapore, India and China each of them will spend less than 500$ if we book ticket in advance, so we can save more rooms for other. I think we had 9 Ambassadors sponsored from other countries to attend FUDCon Beijing last year. Rooms are available for those want to take parts, so they can allocate budget from their lines to pay for flight and we will support the rooms, because rooms will also cost a lot of money too.
In short, even FUDCon is held with BarCamp, how do you attract people to join into FUDCon and Fedora sessions? BarCamp is a parallel conference, so people could decide to attend any topic they would like to hear, I bid that we will might have more participants in the big hall, when we could design our topic not to be sound too technical, but simple for both users and developers to understand. However, it is really depend on the speakers as well, if we do have good topics, good speakers, of course why not? Actually, 3500 participants will fill every of the rooms they have during the BarCamp Phnom Penh.
A lot of people here are using ubuntu, when there is no ubuntu community exist yet, so I think they would love to join Fedora, if there is direct opportunity with the global/local community. I am keen to have bigger community. And of course, there is a university in Phnom Penh teaches Fedora, and he is also the organizer of FUDCon Phnom Penh, he will also announce to his students to attend and get to understand more about Fedora Project and its community works. Sabay is a media company, I guess they could write an article or advertise our event through their digital ads. So that people will know that we are doing the FUDCon within the BarCamp.

Like Siddhesh had mentioned, the budget for FUDCon Pune have raised to $15,000, so the remaining budget is around 2K, but Sabay and Ezecom and others tech companies might would like to sponsor us if it is not in cash, probably in kind contribution, so we can relocate the budget we have from Fedora to do other things.

To my own personal recommendation that if we do FUDCon separately from BarCamp Phnom Penh, it is hard to attract more people to attend the whole event alone. We need to have this year first with the BarCamp to build a bigger community, and we can go off alone, when our brand is actually built within the community. Flock is in August. I don't think everyone is sponsored or make themselves to FUDCon LATAM, so they may apply FUDCon Phnom Penh.
In term of organizing team, we actually will recruit more volunteers to help on logistics and stuff.
Last but not least, we hope you all consider FUDCon Phnom Penh for 2016.

FUDCon 2016 APAC organizers can communicate with FUDCon LATAM and Flock organizers are other Fedorians in order to make this happen. In terms of marketing its really good to have FUDCon Cambodia with parellel to BarCamp.

In BoF session yesterday at FUDCon Pune, we discussed and agreed some main stuffs:
In general, the PP team is not ready enough, they need to check and change more things in their bid [1] before getting back for approval. I propose the deadline to get back to this for approval is a month. After that, we need to decide whether approving the bid or making other call for bidding.
We do hope to have another awesome FUDCon next year.
In details, there are some issues need to be addressed:
* The first problem is event date. It should not hold in October because of conflict with FUDCon LATAM date. That conflict could lead community members (especially community leaders) have to choice which event they should attend. Beside that, since FUDCon is a premier event and it needs a lot of money (mostly from Red Hat) so it is harder to arrange sponsoring.
We need to check this with Red Hat (the main sponsor). Another way is to arrange with LATAM to change their data. It may work because there is much time (from now on) to prepare and also (maybe) LATAM also wants to have a change to refresh (!?)
* The other problem is cash. It is a big problem with Phnom Penh team because everything needs to be paid in advance by the organizing team and then got reimbursement from OSAS in the current policy. Therefore, organizing team must prepare for some cash sources to cover about $5,000-10,000 USD (depending on which stuffs could be paid by credit card online)
Beside that, PayPal does not accept receiving money in Cambodia so it is more difficult to receive the reimbursement.
The solution proposed/agreed during the session is to ask OSAS if cash could be provided in advance for organizing the event. Organizing team (with support from gnokii) would be in charge of contact to OSAS for this.
Other solutions could be proposed, just make sure to solve the issue. E.g. one of it is call for participants to bring some cash along. It was used once to cover expenses during FAD Phnom Penh last year.
* Last but not least, there is a lack of human resources. There are 4 people in organizing team but not all of them are active enough to involve into preparation process. That one of reasons why they propose to organize FUDCon during BarCamp Phnom Penh. But mixing to events here also leads more problem so during the sessions there are some ideas to organize FUDCon just before or after BarCamp.
Some other comments/ideas:
Cambodian team should organize more *smaller* events for community building and getting more experience about tho to organize an event, how the reimbursement process works, etc.

It has been two months now. PP team has got a lot of updates to their bid. It's time for us to review their bid again and make the final decision.
I suggest we should do it in the regional meeting this weekend. If PP bid is ok, we will raise it to the process to make it as an official location for FUDCon APAC 2016. Otherwise, we have to make another call for bidding to give chance for other teams (AFAIK, at least a team is preparing for their bid for FUDCon APAC 2016 or 2017)
Hope to see PP team and everyone attend this weekend meeting.

I don't have any other concerns with the bid. I would also like to point out how long it could take in the worst case for reimbursements to happen - it has been 2 months since FUDCon Pune and due to various issues (insufficient community card limits, schedules, etc.) a lot of reimbursements on the fudcon-planning trac are still pending. The team needs to be prepared for such eventualities as well.

As we discussed in today regional meeting [1], we will make the final decision for Cambodian bid [2] to-go or not-to-go in the next meeting (on Saturday, September 26th, 2015).
