Not only license but all departments now a days are using IT infrastructure
so their websites can easily be made available in all languages. I meant

It is very nice and valid point. Tractor is very big equipment, but lets
come to a simple AC or even a Fan. How many times we have found the manuals
of these in our local languages? Next to none if not Nil.
Intentionally or unintentionally we all are degrading our mother tongues.
So we all must unite and create awareness in this dimension.

This can only be achieved by
creating awareness, and ironically in
OpenSource this is very difficult as much of our work remains behind the
scenes. Also most of the Open Source projects/software i.e. RHEL,
LibreOffice, Fedora, CentOS etc. do not advertise in public domain which
again affect our work and keep us on backstage. This also deteriorate the
chances of people knowing about the options they have in their local
language.
So in my opinion awareness is the most important move at first.
