--- Comment #1 from fujiwara tfujiwar@redhat.com --- It's a known issue that IBus can work with the activated input context in Wayland. Maybe this is relative with the XIM support in Wayland.

THe workaround is to click on an activated input context of gnome-text-editor, gnome-terminal or else before you click the panel menu icon.
