There are cases where this will always fail so putting builds through is a waste of resources.
Example: Wine will never work. On a new release it relies on a version-matching patchset that is only generated about 24-48 hours after a wine release.
There's no way currently. We would need to:
1) Add a new flag to pkgdb and a way to toggle it per-package 2) Add logic to the-new-hotness to use that flag to do the right thing
