The problem seems to have resolved itself as the server seems to respond. There were no outages reported on the parts of the Fedora cloud that we provide to COPR to run so I don't know

That was me. I got home from some travels and noticed it was down and rebooted it. I am not sure why it was unresponsive, sadly the logs were corrupted.

I've cleaned up stale builder records and restarted copr-backend-service because one of the subservices (copr-backend-log) was down due to failed connection to local redis server.

copr has a frontend (fe) and backend (be) setup.
The frontend handles the copr.fedorainfracloud.org interface, so logging in, submitting jobs, searching, etc.
The backend box takes jobs submitted and controls builders to do those jobs, then pulls back results, etc.
There are also other parts (for package signing) and checking into git repos. More info in the copr docs and on the copr-devel list if you are interested.
