Description of problem:
Tomcat 9.0.13 reopens tomcat-users.xml all the time, causing application to run
out of file descriptors

1:9.0.13-1.fc29
How reproducible:
Hard, requires tomcat application unavailable in Fedora.
Steps to Reproduce:
1. start tomcat application
2. use it for a while
Actual results:
Tomcat application fails. Error message in /var/log/tomcat/catalina.log:

org.apache.tomcat.util.net.Acceptor.run Socket accept failed
java.io.IOException: Too many open files
Expected results:
Tomcat application runs indefinitely
Additional info:
Downgrading to 1:9.0.10-1.fc29 solves the issue
Issue is fixed upstream in 9.0.14
