The other thing I noticed is that in:  /usr/share/sddm/themes/01-breeze-fedora/theme.conf
is that it now looks like this:

[General]
type=color
color=#1d99f3
background=

Previously, there was a file called theme.conf.user - which had:
[General]
type=image
background=/usr/share/backgrounds/default.png

When I just did the upgrade on my laptop, it wasn't touched... but on my desktop, it was erased.
