I just performed import so it is going to be available in rawhide soon. On Fedora 28, you need to use copr. Upgrading the whole Plasma stack to 5.12.90 is a must of course (the whole browser integration thing is a new feature for 5.13). I don't expect this package to appear in updates[-testing] before Plasma 5.13 gets released.

You can probably get from copr:
https://copr.fedorainfracloud.org/coprs/mkyral/plasma-unstable/package/plasma-browser-integration/
though I don't know if that will install without moving wholesale to the
unstable version of plasma.
