When a system is installed from scratch and a user is created during the install process the user will find themselves with a layout of "Desktop" when they login for the first time.
However, if you create additional users either via the GUI or command line the layout will be "Folder View".
Some may find that inconsistency annoying. Was this planned to be the case?

this is probably because you updated your system after you installed it. We were targeting this layout for final F22 image (also with complete F22 theme), but unfortunately we didn't make it and thus people get these changes in updates.

… if you are installing with updates enabled.
