With the latest updates, KDM will no longer load. It appears that
something, possibly network manager hangs when entering the graphical
target. I can switch to another TTY and network is up.
Any thoughts on how to debug?

I have been experiencing this for a few weeks. One solution:
sudo mv /var/log/journal /var/log/journal.bak
Another solution that seems to work without resorting to the above
hack: switch to gdm:
sudo yum install gdm
sudo systemctl enable --force gdm.service
