I've been watching and waiting for KDE 4.4 for a while now. Is it in updates-testing ? What is holding it up and when should we expect it to be pushed to updates ?

Qt 4.6 has been released upstream. You can get it from kde-unstable as well. Not sure when it will be part of Fedora, probably when KDE 4.4 is in Fedora as well, since KDE 4.4 requires QT 4.6 .
